Issue: Eliminating Conditional EL Releases from Free Agent BidsThis poll will be active for 1 week from the time it is posted
A ' YES' vote means GMs will no longer be able to make a bid on a free agent with the condition that they will release an EL Player from their roster, whether it be for the roster slot or for the sake of payroll. Expected Effects - GMs will be required to have an available roster slot and the available unused funds before placing a bid on a free agent.
- This will motivate GMs to be more circumspect when bidding on free agents.
- This may bring more young talent to the free agent market as GMs have to preemptively release EL Players during the Free Agency Window
A ' NO' vote means GMs will still be able to conditionally release an EL Player as part of a successful free agent bid as outlined in part 'i' of the Free Agent Bidding rules. dynastyhockey99.proboards.com/thread/4/free-agent-bidding

With a 7-5 vote in favour, teams will no longer be able to make a bid on a free agent with the condition that they will EL RELEASE a player from their roster, whether it be for the roster slot or for the sake of payroll. This will begin with the upcoming 2022 Free Agency Window.
