it is for when you sign players following the inaugural free agent bidding. so lets see this season some guy just explodes (shall we say, brett lebda). Moscow Red Army wants to sign Brett Lebda because he is just a huge prolific force and he must have him. What follows is this:
Moscow would go to the Defence portion of the Free Agent board and put in a bid on Brett Lebda. He would have to follow the rules in terms of contract length and their accompanying minimum salary (ie. 25 /y for a 5y deal).
So after placing a bid, and no one out bids him, Moscow would secure Brett Lebda's services.

So in the inaugural year 5 of our 15 minor league players have to be signed to contracts? And the other 10 must be from players in the entry level draft, and those players have to be on entry level contracts right now?
I don't know if I understand how then, in subsequent years, we have to have 5 EL players and 10 signed players? Do the 5 that are no longer considered EL players count against our cap? Does the cap go up in year two to allow for that?

in the inaugural year you draft 10 EL players. that takes up 10/15 spots on your minor league roster. You can do whatever you want with the other 5 spots. most ppl will sign bench players and call up guys for whatever reason. next year if you have an EL player that meets the requirements to earn a pro contract (see rookie/minor league in official rules), you will pay them UNLESS you decide they arent worth it, and release them before the next season.
im not expecting anyone to keep all 10 of their rookies. drop the ones you dont want next season. use the extra space for whatever you want during the season. however, next year and every following year we will draft 5 rounds worth of players from THAT YEARS draft. (IE. this year wouldve been NRH, Tyler Biggs, Scoot McGoot, etc). if you only have 2 spots, and dont want to draft anymore than 2 rounds than just type pass for each subsequent round.
