Rules:
Some rules, such as who makes the playoffs, should be determined league-wide and polls will be conducted to determine them before the bidding opens.
GMs:
Once you have read and understood all rules, ask any questions you have and sign up if you are interested. Register with any name but please pick a name that sounds like a team.
Please check the boards at least once per day. In order to make sure we have a lineup of active GMs, multiple polls will be put on the boards to determine some factors in the league (such as playoff formats, divisions, etc.).
Building Rosters:
All GMs will start with $250 to build their rosters in an auction draft. Multiple players will be put on the board to bid on. The minimum salaries for certain multi-year deals outlined in the Free Agent section of the rules will not apply. In order to control the bidding for the first year, there will be a limitation on the number of multi-year contracts you are able to give out.

5 4-year contracts
7 3-year contracts
8 2-year contracts
As many 1 year contracts may be given out as necessary. You may use a multi-year contract for less years, for example have 9-2 year contracts but only 6-3 year contracts. Once the highest bid stands for 48 hours, the player is won and a new player will go up.
The EL Player Minor League draft will be conducted after the free agency bidding. Any (not already aquired) player on an NHL Entry Level Contract will be eligible. In year 1, the draft will have 10 rounds, meaning 5 roster spots should be left open on each team for future drafts/mid seasoning FA signings. The order will be determined randomly, and the draft will be conducted in snaking, serpantine fashion. These picks MAY NOT be traded in the first year. No players may be traded until after both drafts have finished.
ALL BIDS AND PICKS ARE FINAL.
You MUST have a full 23 man roster by the beginning of the season.
i.e. You bid 2 years/$5 on a player with $10 left to spend and 18 players on your roster. This bid would automatically be vetoed because if you won the player, you would then have $5 left to spend and 6 roster spots to fill. Since each player costs at least $1, it would not be possible to fill out all 6 spots.
That being said, during the Inaugural year auction, you cannot have over 250 million outstanding on current bids.
